ハラスメントの記録は、ハラスメントなのか？――AO3モデレーターの官威と被害者への沈黙の強制

2025年1月から、私はHakuoukiファンダムで継続的なハラスメントを受けた。匿名コメントによる誹謗中傷、他のユーザー「Autumn469489」との意図的な混同、そして複数のプラットフォームにわたる組織的な攻撃。
私はすべてを記録した。50章、21,555語の詳細な文書として。タイムスタンプ付きのスクリーンショット、証拠のリンク、パターンの分析。そして、9回にわたってAO3に報告した。
2026年3月8日、AO3は最終的に返信した。

In future, please do not submit multiple reports about instances of the same type of violation by a single user. Submitting multiple reports about the same incident scatters information across many different tickets, which slows our team down and makes it that much more difficult for us to address the subject of the report. Instead, we ask that you take the time to compile all relevant links and other information (such as the username of the individual) into a single report, rather than reporting each link individually.
Please also ensure you submit any reports regarding Terms of Service violations by selecting the 'Policy Questions & Abuse Reports' link that is available at the bottom of every page on AO3. Sending direct emails creates additional work, slowing our team down.
We have determined that this is a case of harassment, which is a violation of Section II.H of our Terms of Service. Accordingly, the violating content has been removed and we are taking the appropriate steps to deal with the matter. Section II.H of our Terms of Service states: "Harassment is any behavior that produces a generally hostile environment for its target. Examples include bullying, threats, and personal attacks by or towards individuals or groups of people."
Call-out posts or forcing unwanted interaction on someone else is harassment. If someone blocks you or tells you to leave them alone, you need to leave them alone. This rule applies to everyone on AO3. Users are able to block anyone for any reason, and you are not permitted to continue forcing interaction on them by posting works directed at them after they have blocked you.
Threatening or wishing death, violence, or bodily harm on other users is severe harassment. This behavior is not permitted on AO3. Engaging in harassment is grounds for suspension on a first offense.
Harassment in response to other harassment is not allowed.

This harassment dates back to January 2025, when the first anonymous defamatory comments appeared on my works. Since then, further incidents occurred in June, and again in August, including guest comments on both my works and Author Autumn’s works. The same abusive style, timing, and repeated use of guest accounts demonstrate a sustained campaign. This is not isolated but a pattern of ongoing harassment that has lasted for over six months.
